• For your information, the Council has never approved any 'guarded community' application. This department only takes note of each 'guarded community' application in the OSC, MBSJ Meeting. However, due to too many requests and needs to implement 'guarded communities' in housing areas, the Selangor Housing and Property Board has issued a guideline that must be followed by each resident association that wishes to implement the 'gated & guarded' system in their respective housing areas.
• The guidelines that must be followed by the association are as follows:
i. Applications must be submitted by a Resident Association registered with the Registrar of Societies.
ii. Obtain the consent of 85% of the residents of the number of occupied housing units (including tenants).
iii. There is no element of coercion to participate in this scheme.

vi. Guard huts are allowed and the size is 6 feet X 8 feet or the size deemed appropriate by the PBT.
vii. The construction of guard huts does not obstruct traffic and its placement on the roadside and requires written permission from the PTD/PBT.
viii. Barriers are only allowed to operate from 12 midnight to 6 am.
ix. The use of access cards (automatic) is strictly prohibited.
x. It is not allowed to block vehicles from entering / exiting the area.
xi. Residents who do not participate in this scheme cannot be prevented from entering their residences at any time.
xii. The appointment and duties of Security Guards must comply with the Private Agencies Act 1971 (Act 27) and the requirements of the Ministry of Home Affairs (KDN).
xiii. It is absolutely prohibited to build walls (fencing) surrounding development areas except for safety reasons such as the presence of large ditches, rivers and highways with prior approval from the local authority.
• If there are any complaints and violations of the conditions, the applicant will be subject to action under Section 46 of the Roads, Drains and Buildings Act for the offence of obstructing a public road and the offence of constructing a guardhouse structure without obtaining a permit from the Council. The Council is also in the process of reviewing and reviewing this issue thoroughly and in detail so that it can be resolved in the best possible way and benefit all parties.
