Welcome to the Subang Jaya City Council Portal. This Site is created by Subang Jaya City Council. By using this Site, you agree to comply with and be bound by the following terms and conditions regarding the use of the Site ("Terms of Use") and our Privacy Policy. We may revise the Terms of Use and Privacy Policy at any time without prior notice to you. Certain sections of the Site may have different terms of use posted. If there is any conflict between these Terms of Use and the terms of use posted for a specific section of the Site, the most current terms applicable to that section shall take precedence over your use of that section of the Site.
1. Age Limit
Users aged 18 and below must obtain permission from a parent or guardian to use the EZYMBSJ service. The EZYMBSJ service involves online payments using credit cards. This measure is taken to help prevent misuse of credit cards and to ensure that the card used belongs to the authorised cardholder.
2. Use of Information
The content of the Official Portal is provided for personal, informational and non-commercial purposes only, and the Content may not be modified or altered in any way. Unless your use constitutes "fair use" under copyright law, you may not otherwise use, download, upload, copy, print, display, perform, reproduce, publish, license, broadcast, transmit or distribute any information from this website, in whole or in part, without the permission of Subang Jaya City Council.
3. Use of Software
Any use of software and documentation that you download from the Site is subject to the terms of the software licence agreement between you and Subang Jaya City Council. You must read the licence agreement and agree to its terms before installing or using the software. Any unauthorised rights, title or interests are prohibited.
4. Alternative Dispute Resolution
If a dispute arises between Subang Jaya City Council (MBSJ) and a user, MBSJ will refer the matter to the Selangor State Government through the MBSJ Complaints Management Committee, as MBSJ is an agency under the Selangor State Government.
5. Refund Policy
The EZYMBSJ service operates under a no-cash-refund policy. All payments are non-refundable except in certain circumstances as determined by Subang Jaya City Council, for example technical issues or problems with the banking system. Any credit will be issued solely at the discretion of Subang Jaya City Council. The refund process will be completed within 14 days from the date the issue is identified.
6. Use of Forums and Public Communications
"Forum" means a discussion group, chat room, bulletin board, newsgroup, communication (including letters, e-mails or any other form of communication) with Subang Jaya City Council, its website administrator or employees, or any e-mail function offered as part of the Site. You agree not to upload, e-mail, transmit, publish or otherwise submit through any Forum any content that is false or misleading; defamatory; harassing or personally abusive; promotes bigotry, racism, hatred or anger against any group or individual; obscene; infringes the rights of others, including but not limited to intellectual property rights; constitutes unsolicited bulk e-mail, junk mail, spam or chain letters; or violates any applicable law or regulation. Unless expressly stated otherwise by Subang Jaya City Council, Forums are for non-commercial purposes only. You may not distribute or otherwise publish any information that contains fundraising, promotions, advertising, solicitation for goods or services, or other commercial matters. You agree not to solicit other Site users to use, join or become members of any online or offline commercial service or other organisation. Unless expressly authorised by Subang Jaya City Council, you agree not to collect or store personal data about other users. By uploading, e-mailing, posting, publishing or otherwise submitting content to any Forum or to Subang Jaya City Council, you automatically grant, or warrant that the owner of such rights has expressly granted, Subang Jaya City Council a perpetual, royalty-free, irrevocable, non-exclusive right and licence to use, reproduce, modify, adapt, publish, transmit and distribute such content in any form, medium or technology now known or later developed. You further warrant that all recognised moral rights in the content have been waived.
7. Password and Security
You are responsible for maintaining the confidentiality of the password provided to access the Site and are fully responsible for all activities that occur under your password. You agree to notify Subang Jaya City Council immediately of any unauthorised use of your password. Subang Jaya City Council takes the security of the personal information collected from you seriously and has taken reasonable measures to prevent unauthorised access to such information.
8. Termination of Use
You agree that Subang Jaya City Council may, at its sole discretion and at any time, terminate your access to the Site and any account you may have in connection with the Site. Access to the Site is monitored by Subang Jaya City Council.
9. Third-Party Websites, Content, Products and Services
This Site provides links to websites and access to content, products and services from third parties, including users, advertisers, affiliates and sponsors of the Site. You agree that Subang Jaya City Council is not responsible for the availability of, or the content provided by, third-party websites. You should refer to the policies posted on other websites regarding privacy and other matters before using them. You agree that Subang Jaya City Council is not responsible for third-party content accessible through the Site, including opinions, advice, statements and advertisements, and you understand that you assume the risks associated with using such content. If you choose to purchase any product or service from a third party, your relationship is directly with that third party. You agree that Subang Jaya City Council is not responsible for:
(a) the quality of third-party products or services; and
(b) compliance with any terms of your agreement with the seller, including delivery of products or services and warranty terms relating to the products or services purchased. You agree that Subang Jaya City Council is not responsible for any loss or damage you may experience when dealing with any third party.

Unless expressly stated otherwise, the Site and all content, materials, information, software, products and services provided on the Site are provided on an "as is" and "as available" basis. Subang Jaya City Council expressly disclaims all warranties, whether express or implied, including but not limited to warranties of merchantability, fitness for a particular purpose and non-infringement. Subang Jaya City Council does not warrant that:
(a) the Site will meet your requirements;
(b) the Site will be uninterrupted, timely, secure or error-free;
(c) the results that may be obtained from the use of this Site or any services offered through this Site will be accurate or reliable; or
(d) the quality of any products, services, information or other materials purchased or obtained by you through the Site will meet your expectations. Any content, materials, information or software downloaded or otherwise obtained through the use of this Site is done at your own discretion and risk. Subang Jaya City Council will not be responsible for any damage to your computer system or loss of data resulting from the download of any content, materials, information or software. Subang Jaya City Council reserves the right to make changes or updates to this Site at any time without notice.
11. Limitation of Liability
Subang Jaya City Council shall not be liable for any direct, indirect, incidental, special or consequential damages, or damages for loss of profits, revenue, data or use, incurred by you or any third party, whether in an action in contract or tort, arising from your access to or use of this Site. Some jurisdictions do not allow limitations or exclusions of liability. Accordingly, some of the above limitations may not apply to you.
12. Indemnification
You agree to defend, indemnify and hold harmless Subang Jaya City Council, its officers, directors, employees and agents from and against any and all claims, liabilities, damages, losses or expenses, including legal fees and costs, arising out of or in any way connected with your access to or use of this Site.

14. Export Restrictions / Legal Compliance
You are not permitted to access, download, use or export this Site, or any content, software, products or services provided on this Site, in violation of Malaysian export laws or regulations, or any other applicable laws or regulations. You agree to comply with all export laws, restrictions and regulations of Malaysian or foreign agencies or authorities, and not to directly or indirectly provide or make available Subang Jaya City Council services or products in violation of any such restrictions, laws or regulations, or without the required approvals, including but not limited to the development, design, production or manufacture of nuclear, chemical or biological weapons of mass destruction. Where applicable, you shall obtain and bear all expenses associated with any required licences and/or exemptions for your use of Subang Jaya City Council services outside Malaysia.
15. Governing Law
All matters relating to your access to and use of this Site shall be governed by the laws of Malaysia. Any legal action or proceeding relating to your access to or use of this Site shall be heard in the state or federal courts in Kuala Lumpur, Malaysia. You and Subang Jaya City Council agree to submit to the jurisdiction of, and agree that the proper venue shall be, such courts for any legal action or proceeding.
